When will this upgrade be out?
And is the focus on correcting the VAST editing the the kb3 engine?
It will be out when it's thoroughly tested. And bugfixes are the usual things that get solved in OS updates.

There isn't an official release date set. We normally do several rounds of beta releases before doing an official release. First beta OS has already shipped to the beta testers. It has bug fixes in different areas including, but not limited to, VAST KB3 editing.

We sent a Beta release to the beta testers. Just handling their feedback at this moment. But it's been good progress, specially in the KB3 editing area.
No release date yet.
