Unless I'm doing something wrong, I have found several programs (up in the 4000's) that are not available to be used as a layer in a setup. Is that correct? I believe that the restriction included the GM sounds as well (ie they weren't available as a source in a setup).
Can anyone lend any insight here?

Are you talking about a PC3?
In my PC361 and 6k I have no problems using those sounds in a setup. I just hardly do. Somehow they are not in my field of view while programming setups. But I remember one time I used the orchestral hit somewhere. Hm, I don´t know exactly, but maybe check your master settings. I guess somewhere there is a parameter for the midi setup. I believe you can block the use of GM - but that was just guessing, since I never messed around with that. But worth looking at in case you have a problem.
Usually those sounds can be used as any others inside the PC3.
